​September is traditionally seen as a time when recruitment activity picks up after the quieter summer months. In 2025, however, the landscape is more nuanced. While there are still strong opportunities, particularly in specialist areas like health, safety, environment, and sustainability, the overall UK jobs market looks very different from even a year ago.

The Market Backdrop

Recent data from the ONS shows job vacancies fell again between May and July, marking the 37th consecutive quarterly decline. Vacancies are now almost 17% lower than a year ago and around 10% below pre-pandemic levels. This slowdown has left employers with greater choice, but it has also subdued permanent hiring.

Most recruitment agencies are reporting fewer permanent placements, while contract and interim roles continue to gain traction as businesses seek flexibility in uncertain times. This trend is mirrored in the HSE and sustainability space, where we’ve seen a significant increase in contract and interim requirements from our clients.

However, this bleak macro picture hides some clear hotspots of activity:

  1. The water industry and supply chain are booming with the start of AMP8.

  2. Data centres are experiencing rapid growth.

  3. The Building Safety Act has slowed new-build activity, but investment has shifted to the fit-out sector, which is thriving.

Demand is also shifting based on seniority. Graduate-level opportunities have contracted significantly, but mid- to senior-level specialists remain in high demand. In essence, the market has become a story of winners and losers, rather than a broad-based rise in opportunities.

Opportunities for Employers Hiring Health and Safety Professionals

The current hiring market can best be described as steady, not surging. Employers now have a wider choice of candidates, but that doesn’t remove the need for speed and clarity. Paradoxically, the increase in available CVs can slow down the process, making it harder to secure the very best talent.

By the time top candidates are identified, interviewed, and offered, they may already have accepted other roles.
